1.     Under Item (III) of Sub-section (i) of Section 23, of the Madhya Pradesh Vishwavidyalaya Adhiniyam, 1973 (No.
        22 of 1973) the three persons shall be elected by single transferable vote by the Court from amongst its members,
        atleast two of  whom shall be from amongst the Registered Graduates elected to the Court under Item (xix) of
        Sub-section (I) of Section 20 (Group_c) of the Act to be the members of the Executive Council.

2.     The election will be held in accordance with the system of proportional representation by means of the single
        transferable vote. The procedure of the election is indicated in the following paragraphs.

3.     When the item comes up for consideration, nominations will be invited by the Kulpati in the form prescribed for
        the purpose as Appendix-I. Each nomination will have to be duly proposed and seconded. After this is over the
        consent of the candidates will be ascertained by the Kulpati. No member shall propose or second more persons
        than the number of vacancies. A candidate may withdraw his candidature in writing/verbal within 15 minutes of
        the declaration of the names. If it is found that the number of candidates nominated is more than three, ballot
        papers (Appendix-2) will be immediately got prepared. As soon as the ballot papers are ready the meeting of the
        Court will be adjourned for voting for such period as may be decided by the Kulpati. During this period voting will
        take place, each elector casting his vote one after another.
               Ballot boxes will be kept in two separate apartments fixed for the purpose. The boxes can be seen by the
        candidates or their representatives before they are sealed by the Registrar.

4.     Every elector will have three preferences out of which at least two will have to be given to candidates elected to
        the Court from amongst the registered graduates under item (xix) of Section 20 (I) of the Act. An elector giving
        his vote (a) shall indicate on his ballot paper the fig. I in the space opposite the name of the candidate whom he
        chooses to give first preference and (b) may, in addition indicate the two subsequent preference, as he wishes,
        by placing on his ballot paper the fig. II and III in the space opposite the name of the other candidates in order
        of preference.

5.     If the number of preferences for candidates, other than those representing the registered graduates, is more than
        one, the preferences after the first will be ignored.

6.     When the period fixed for the casting of the votes is over, the Registrar will get the ballot boxes and see that their
        seales are intact. He will thereafter open them and scrutinize the ballot papers. He will reject those ballot papers
        which are invalid for one or other of the following reasons :
                (a) on which the fig. I is not indicated ; or
                (b) on which the fig. I is opposite the name of more than one candidate or is so placed as to render it
                     doubtful to which candidate it is intended to apply ; or
                (c) on which the fig. I and some other figurs are set opposite the name of the same candidate ; or
                (d) if it is unmarked or avoid for uncertainty ; or
                (e) if it is signed by the elector.
       All rejected ballot papers will be kept separately.

7.         The Registrar will divide the valid ballot papers into parcels according to the first preferences recorded for each
            candidate. He shall then count the number of ballot papers in each parcel.

8.     While counting, the Registrar shall follow the provisions in paragraphs 40 to 48 of Statute No. 23 relating to
        Registered Graduates (Elections to the Court).

9.     The result of the Election will be declared by the Kulpati.

10.     If any question arises as to the interpretation of any clause of this regulation, the decision of the Kulpati shall
          be final.
