REGULATION NO. 7
Regulation relating to the Election of Members to the Academic Council under Section 25 (I)(xii)

1.     Under Item (xii) of sub-section (I) of Section 25 three persons, none of whom shall be an employee of the
        University or a college shall be elected by the Court from its members to be the member of the Academic Council.
        The election will be held in accordance with the system of proportional representation by means of the single
         transferable vote.

2.     Every member for election to the Academic Council shall be nominated in the form prescribed for the purpose
        (Appendix-I) and the nomination paper shall be signed by two members as Proposer and Seconder. After this
        is over the consent of the candidates shall be ascertained by the Kulpati.

3.     No person shall propose or second more persons than the number of vacancies.

4.     A candidate may withdraw his candidature within 15 minutes of the declaration of the names.

5.     If the number of candidates is equal to or less than the number of persons to be elected, they shall be declared
        elected. If the member of candidates exceed the number of persons to be elected, the persons shall proceed to
        report their votes.The votes shall be given by ballot. The ballot of each member shall consist of a paper showing
        the name or names of the persons, he votes for. The ballot paper shall not be signed by the elector.

6.     Every member shall have as many votes as the number of persons to be elected, but no member shall give more
        than one vote to any one person. An elector giving his vote (a) shall indicate on his ballot paper the fig. I in the
        space opposite the name of the candidate whom he chooses to give first preference and (b) may in addition
        indicate the two subsequent preferences, as he wishes, by placing on his ballot the fig. II and III in the space
        opposite the name of the other candidates in order of preference.

7.     When the period fixed for polling the votes is over, the Registrar, shall open the ballot box and scrutinize the
        Ballot Papers.

8.     The candidates obtaining the highest number of votes shall be declared elected.

9.     Where an equality of votes is found to exist between any two and more candidates, the election shall be decided by
        drawing lot.

10.    The decision of the Kulpati with regard to any point relating to the counting of votes and other points relating to the
         election shall be final.
